Russia and Germany Hold First Foreign Minister Talks Since 2022 Invasion

The Russia Germany foreign minister talks that took place Saturday were the first between the two countries since before the 2022 invasion of Ukraine. Sergei Lavrov and Johann Wadephul met on the sidelines of the UN General Assembly in New York. The two sat in the Russian delegation’s room at UN headquarters for just over 20 minutes, according to a person familiar with the German side’s account. It produced no breakthrough on Ukraine. But it was the first direct conversation between the countries’ top diplomats in more than three years, and it came just weeks after tensions between Moscow and Berlin spiked over an airport drone incident.

The two governments told different stories about how the meeting happened. Russian foreign ministry spokeswoman Maria Zakharova said Berlin had asked for it. A separate account from the UN put it the other way: that Lavrov signaled a willingness to talk through third countries beforehand, and Wadephul agreed to meet only after that signal. Wadephul’s team told other European governments about the meeting only after it was over, in a message described to Reuters — a small detail that shows how sensitive the idea of sitting down with Russia’s top diplomat still is for a country that has been one of Kyiv’s largest military backers since the war began.

What was actually discussed in the Russia Germany talks

According to a German delegation source, Wadephul pressed Lavrov to do “everything possible to reach an agreement on grain exports via the Black Sea,” warning that food shortages in the Global South made the issue urgent. He separately called on Russia to abandon what he described as a “dangerous path of escalation” toward Germany, Europe and NATO. Lavrov, for his part, said Russia had been discussing safe Black Sea navigation with India, Egypt and Turkey — a hint that Moscow may prefer separate bilateral arrangements with those countries over a wider deal with Europe.

Lavrov made clear the conversation had not moved him. “He simply reiterated his official public position condemning Russia,” he told a news conference, adding that people could judge for themselves whether that counted as dialogue. Zakharova struck a similar note on Telegram, writing that dozens of diplomats had come to Lavrov at the UN specifically to shake his hand and thank Russia.

The backdrop of a deep freeze

Relations between the two governments have been effectively frozen since Russia’s February 2022 invasion. They got colder still in August, after a drone was detected near Leipzig/Halle Airport in eastern Germany. German officials have treated that incident as part of a wider pattern of hybrid activity blamed on Russia, though it was not independently established who was behind it, which is part of why even a short foreign minister meeting drew so much attention this week.

What it does and doesn’t change

Nothing about the war itself moved as a result of the talks. No ceasefire proposal, no prisoner arrangement and no timeline for further contact was announced by either side. What the meeting did establish is that a direct channel between Berlin and Moscow’s foreign ministries still exists and can be used when either side wants it.

Wadephul still felt the need to explain the outreach to fellow European governments afterward, which says something about how carefully this kind of contact has to be managed right now. Lavrov used his own General Assembly speech the same day to criticize Japan’s military buildup, a reminder that Saturday’s meeting was just one entry in a much longer list of confrontations Russia’s top diplomat is having with Western-aligned governments this week. Whether the contact between Lavrov and Wadephul leads to a second meeting, or was simply a one-off dictated by the UN calendar, had not been indicated by either government by the time this report was written.
